POSITION TITLE: Recreation Head Maintenance Technician
REPORTS TO: Recreation Maintenance Supervisor
SUPERVISES: Part-time Maintenance workers.
PURPOSE OF POSITION: Performs a wide range of facility and building equipment operation and maintenance functions for the Papillion Landing Complex and other Recreation Department facilities, ensuring the public can enjoy clean, safe, efficient and attractive facilities. Responsible for overall management of building and grounds.
An incumbent will be required to work varied hours during the week, including evenings and weekends.
ESSENTIAL FUNCTIONS:
Assists with preventative and routine maintenance functions to interior & exterior buildings, pools, mechanical systems, chemical systems and equipment.
Performs pool operator functions, including maintaining circulations, filtration and chemical feed systems, pool water quality and chemistry, and required testing and records.
Assists with repairs and improvements to buildings, pools, mechanical systems and equipment.
Monitors and adjusts building system controls to ensure efficient operations.
Ensure compliance with applicable state and local health, safety and sanitation requirements including maintaining appropriate records.
Performs regular facility operation inspections and corrects or reports problems. Submits work orders through maintenance software.
Respond to assigned work orders as necessary.
Plans and prioritizes maintenance duties with the Recreation Maintenance Supervisor.
Assists with monitoring maintenance contracts and inspections.
Performs basic carpentry, minor plumbing, painting, roofing, masonry. Repairs and maintains fixtures, lavatories, concrete, windows and appliances.
Mows, rakes, shovels, weeds, empties garbage, paints, vacuums, sweeps, loads and unloads materials and equipment etc.
Remove snow, dirt and debris from sidewalks or parking lots as necessary or as directed.
Disperse salt as necessary or as directed. Operates small tractors, gators, snow removal and other city vehicles of varying sizes.
Operates and maintains hand tools and small power tools.
Maintains equipment in clean and safe condition; operates equipment safely and with care at all times.
Identifies and purchases materials for job assignments. Identifies safety-related issues and ensures that safe conditions prevail in all recreation facilities.
Will attend training on various maintenance aspects of the position i.e. aquatic maintenance operations, aquatic CPO and AFO certifications, HVAC systems, turf equipment operation and maintenance of gymnasium apparatus, fitness equipment, etc. as required.
Ensure room set-ups are completed prior to any scheduled event and tear-down/clean-up after completion of event. Works cooperatively with other building staff to ensure the effective and efficient use of spaces.
Assists building users with equipment needs or other set-up questions.
Provides assistance and guidance to facility users as needed. Ensure security of facility and inventory at all times.
Assists in the preparation and monitoring the facility maintenance budgets in each department.
Assists in planning and budgeting for capital improvement projects.
Reads, interprets, and advises on the preparation of construction documents
Work with the Recreation Maintenance Supervisor to recruit, hire, train, and supervise personnel hired for building maintenance and custodial services. This includes but is not limited to investigating and following up on performance issues, recommending disciplinary actions and assisting with annual review process.
Assists with training programs for new and part time employees and verify the results of their duties related to facility cleaning.
Facilitate staff meetings for building staff when Supervisor is unable.
Conforms to building uniform and dress code policy.
Shares on-call status with other maintenance and custodial staff.
Provide excellent customer service and maintains effective relationships with fellow workers.
Complies with City and departmental rules, regulations, policies and procedures.
Assists with the completion of various building and facility maintenance forms and reports, including requisitioning materials, parts and maintaining stock records and inventories.
Respond to calls from security provider as directed.
Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with city policies.

ESSENTIAL KNOWLEDGE, EXPERIENCE, AND ABILITY:
Strong knowledge of: building maintenance requirements, commercial pool operations, major building mechanical systems including HVAC, boiler, chiller, circulation pumps, building control systems, state health and safety requirements for public swimming pools and spas, building and fire codes, regulations for handling and storage of hazardous chemicals, general cleaning and sanitation requirements for a public facility and the appropriate use of cleaning agents and solvents.
Good knowledge of principles, practices, and methods used in facility maintenance and construction management, maintenance and operation of powered equipment and hand tools.
Skill and ability to: perform preventative maintenance and routine repairs to building, pools, mechanical systems, and equipment, perform plumbing, mechanical and carpentry tasks, read blueprints, use computers for control, maintenance and general applications.
Demonstrate strong initiative and follow through.
Possess strong diagnostic and problem-solving skills.
Exercise good judgment and initiative.

Knowledge of turf, grounds, landscaping design, buildings, preparation of chemical use and clean up as well as pesticide application practices.
Knowledge of semi-skilled maintenance and safety procedures of public facilities.
Ability to safely and effectively operate maintenance tools and equipment.

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
1. Must have a minimum of three (3) years of previous building construction or maintenance work, preferably in a public facility or any satisfactory combination of training and experience.
2. Parks and recreation and/or maintenance certifications desirable.
3. Must have a high school diploma or equivalency.
4. Must have valid driver’s license at the time of hire.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
Work will be performed indoors and outdoors at Papillion Landing Facilities and their surrounding outdoor areas, including times of inclement weather exposing staff to hot, humid, cold, rain and snow conditions.
Work is performed during a variety of shifts and requires continuous physical exertion at a fast pace. Exposure to a variety of environmental elements, including dust, noise and other irritants.
Work required almost constant physical activity, including walking, running, standing, kneeling, bending, crouching, reaching, stooping, lifting and carrying various supplies, equipment and other materials i.e. tables, chairs, commercial cleaning equipment, materials and supplies. Pushing and pulling is required while mopping, moving furniture, equipment and fixtures, operating floor equipment, handling trash barrels vacuums, and mop buckets.
Use of machinery, pool chemicals, cleaning agents, solvents and access to confined spaces poses light health hazard.
Employee may be exposed to moving mechanical parts.
Requires repetitive foot, arm, shoulder, hand and back movements to perform cleaning duties and operation of equipment.
While performing the duties, the incumbent is required to use hands to finger, handle feel or operate objects or supplies and equipment. Hand-eye coordination is necessary to operate various pieces of office and rental equipment.
Incumbent will be required to do some occasional lifting, moving and carrying objects unassisted up to 50 lbs.
Work is performed in a highly public setting and requires interaction with a variety of people.
Work may occasionally be required in times of dim lighting. Vision abilities required include close vision and the ability to adjust focus.
Occasional dealing with distraught or difficult individuals.
